Fleet of Worlds by Larry Niven and Edward Lerner

This is the first of the prequel trilogy for Ringworld. We meet Nessus and Nike, plus other Puppeteers, and some humans they've made slaves. The bright humans figure out that they didn't become slaves the way the Puppeteers say, and find a way to get their own world and ships and leave the fleet of worlds.

I thought this was boring until just past the center, which is when they find the human ship that was boarded by Puppeteer robots and the Puppeteers made them slaves. I would have been happy with a novella for this. I don't plan to read the next two.
