The DC Council has adjusted their same-sex marriage bill so that religious organizations don't have to hire out halls and such, but the Catholic church is upset because they'd have to give benefits to same-sex partners if they give them to different-sex partners (or other things like that). They're threatening to stop running some of DC's social services and the council isn't sure why they'd want to give up about $12 million/year when the council can get other people to run those services right away. They only run about 10% of the social services anyway. So if the Catholic church wants to back out and lose money, fine with the council.
