The Coming by Joe Haldeman

This book will sound like so many others if I describe it without spoilers, but I'll try. About 50 years from now, astronomers in Gainesville FL receive a message from a fast, incoming ship. The ship will destroy Phobos on its way in to prove its superior technology (and does). But there's something fishy about the ship and the messages, we get hints through the book, but not the answer until the end. During the three-month approach, the idiot president decides that the ship coming in is no longer a scientific priority, but a government priority, which really screws things up. The plot is okay, but the characters are very good, and the "feel" of Latino-infused Gainesville in 50 years is worth reading the book for, alone.
